We have found no definite information about Cullen. He was clearly connected with the industrial welfare movement, and is mentioned in a 1918 issue of Industrial Welfare, the journal of the Industrial Welfare Society, as assistant director of the Society in the northeast of England. He may also have worked for the National Council of Port Labour Employers.
