Ross was a physician and pathologist who spent a number of years as health officer of the Port Said and Suez Canal district in Egypt. He was then associated with the Liverpool School of Tropical Medicine. He wrote several books on disease prevention, focusing on the control of mosquitoes and domestic flies as carriers of disease. No other certain information is known about him.
His Rowntree lecture in 1921 argues that factory health services would make workers both healthier and more productive. The cost of such services should be born in equal measure by employers, trades unions and the state, and delivery should be coordinated through joint committees.
