We have found no certain information about Hulatt. Internal evidence in his paper suggests he was a trades union organiser or agent. It is possible that he came from the Hulatt family, Methodist shoemakers and labourers from Stevington in Bedfordshire. He should not be confused with Henry Hulatt (1875-1936) who was a superintendent with the Grand Trunk Pacific Railway in Canada.
